Overview

The aim of the panel is to determine whether the method of disposal is considered appropriate, and by working in partnership provide transparent constructive scrutiny at an organisational level to promote the best practice and identify personal and organisational development needs.

The panel also works to ensure the victim is considered and heard through the out of court disposal process and provide challenge and feedback where this is not the case.

This panel has no referral or appeals capability, and it not intended to re-judge cases. It will assess the relevant processes, interactions and decisions to identify any continuous organisational learning.

Membership

The external advisory panel is made up of representatives from across the criminal justice sector who come together quarterly to look at samples of cases where an out of court disposal has been issued.

The current OOCR membership comprises of the following representatives:

  • OPCC (Chair)
  • Northumbria Police
  • Northumbria Victim and Witness Service
  • Magistrates – Youth and Adult Bench Chair
  • Crown Prosecution Service
  • Youth Justice Service (from six Local Authorities)
  • Judiciary
