The PCC is encouraging ideas to create resilient and flourishing communities where opportunities for anti-social behaviour and crime are reduced and will not be tolerated. Communities, local projects and community groups that strive to make where they live a better place, resulting in safer streets and stronger communities are encouraged to submit an application.
Some of the money used to create this fund is recovered by the police from criminal activity, under the Proceeds of Crime Act (PoCA). The PCC is keen to make sure that this money is put back into the hands of the local communities affected by Anti-social behaviour (ASB) and crime, and to help bring communities together.

Northumbria PCC – Partnership Opportunity: Surge Fund Therapeutic Provision
The Government recently introduced changes to prison release arrangements through the Sentencing Act 2026, referred to as the Progression Model. Eligible offenders will be released from prison early under strict licence conditions and a period of intense supervision.
Police and Crime Commissioners (PCCs) have been provided with funding from the Ministry of Justice (MoJ) to ensure that local victim support provision is equipped to provide cope and recovery support to victims affected by the Progression Model. This funding complements national MoJ-funded initiatives including the Offender Release Helpline which is delivered by Victim Support, and both the VAWG Hub and VAWG Fund for local VAWG support services that will be delivered by Women’s Aid Federation England.
Through the Surge Fund, we have already bolstered our core victim service, Northumbria Victim and Witness Service (NVWS), to create increased capacity for providing support for victims affected by the Progression Model. This approach enables NVWS to be the main point of contact for the national helpline to effectively coordinate and triage the support needs of victims affected by the scheme.
To further complement the support offered by NVWS, we are looking to fund one provider to deliver therapeutic provisions for victims affected by the Progression Model. This will be a partnership opportunity for the successful applicant to work with NVWS to create a direct referral route to therapeutic support for victims affected by the scheme.
We are looking to grant fund the successful applicant to March 2027, with possible extension for a further two years to March 2029.
