Overview
The Hate Crime External Advisory Panel (HCEAP) is a group of independent representatives and those with lived experience from across Northumbria who will come together quarterly to review a sample of hate crime cases and identify any appropriate learning that will assist with continuous improvement and increase public understanding, confidence and trust in Northumbria Police. They will review body worn footage, control room calls into 101 or 999 calls to identify any improvements for the service received as a victim of hate crime. The panel will operate under an agreed terms of reference, which will be available upon agreement after the panel’s official launch in the New Year.
Membership
We are in the process of recruiting to this panel, and will be opening expressions of interest up until week commencing 16th November 2026. We encourage applications from individuals from communities that may be disproportionately affected by hate crime, with lived experience themselves, or from organisations that work with those members of our community that are affected by hate crime.
All members of this panel will undergo a robust police vetting process prior to their confirmed acceptance onto the panel, committing to maintain integrity and confidentiality.
